You need to have a minig pick in your inventory, not necessarily equipped, in order to mine. Start with copper, and your first few trys may fail, but try again. Once you have mined some ore go to the forge, usually found near the blacksmithing trainers, and in your spell book choose "smelt ore" once you have smelted enough ore you can go to the spell book and choose blacksmithing and the recepies you have will tell you what you can make.
