How come I cant swim under water in World of Warcraft?

I have a level 21 Druid and for one of the druid quest you have to swim under water. But for some reason when i move the mouse down it won’t let me swim under water. I dont know why but it just won’t let me…can anyone explain to me why it does this. or how to fix it?

    i dont know if this might be helpful…
    click + hold the right mouse button. then look down to where you want to swim. then click the up key to swim.
    i do that and it works for me!
