About what level do mages get better in PVP in World of Warcraft?

I know I am not bad but do you have any tips,when will I start being able to compete?

When do locks get good I have one of those too and in PVP I always lag and is there any way to stop this without anything big like changing internet.

I am a grade 11 student living in Canada and as you may have guessed im a fan of World of Warcraft. I got the game not much before the Burning Crusade came out and have been a fan ever since. Currently I am working on getting my lvl 70 char to 80 in my free time, as well as making this site of coarse.
